Can anyone suggest a good sunblock with a matte finish for the face to use under makeup, a block which can be used with copper peptites even if I need to wait 40 miutes to apply it.

Have you ever tried Neutrogena's Sensitive Skin Sunblock (SPF 30)? It does not contain any zinc oxide, only mineral UV reflector titanium dioxide.

It might be worth researching or testing to see if it gives the matte finish you are looking for.
