Also, is P & R ALONE sufficient to use on our skin alone to prevent the harmful sun and hyperpigmentation especially after rolling/ needling etc?

I do not recommend such products. The Butyl Methoxydibenzoylmethane and Octyl Methoxycinnamate are strong UV absorbers. The problem is that they can get into the body. The UV energy can cause their breakdown and then the breakdown products also enter the body.

The pure reflective minerals such as titanium dioxide are better. They block UV rays but cannot penetrate the skin.

It is not good to put alien chemicals into your body.

The P&R has some beneficial effects but you should use a pure mineral over it.

Meaning we can use P & R and then use a mineral make up?

This would be sufficient to prevent of hyperpigmentation especially after rolling and needling?

Do you happen to know some sunscreen brands that are COMPLETELY safe to use?
